The verse you specify :
Heb 8:13 In <en> that he saith <lego>, A new <kainos> covenant, he hath made <palaioo> the first <protos> old <palaioo>. Now <de> that which decayeth <palaioo> and <kai> waxeth old <gerasko> is ready <eggus> to vanish away <aphanismos>.
(KJV) is a fuzzy translation.
"kainos" does not mean "new" (neos means new) so "kainos" means "renewed"
SO the Covenant is "Renewed" and the "Old (palaioo) ages away (palaioo) - not decays.
You have to understand what a covenant is and how the covenant is renewed in the NT.
Ge 3:15 And I will put enmity between thee and the woman, and between thy seed and her seed;
Not much clue here after sin happened but this promise is huge in it's scope.
Ge 4:7 If thou doest well, shalt thou not be accepted? and if thou doest not well, sin lieth at the door. And unto thee shall be his desire, and thou shalt rule over him. (sin - chataah)
There is a Hebrew word first used here "chataah" which means "sin-offering" and it what the "covenant" refers to.
When Adam and Eve sinned Jesus-YHWH came and offered them a "sin-offering" process and made a "covenant" with them that by this "sin-offering process" God could make all things right again.
Not many religions understand the complex nature of "chataah" and how it works.
In the OT times this process was like this:
Le 16:5 ¶ And he shall take of the congregation of the children of Israel two kids of the goats for a sin offering, and one ram for a burnt offering.
Here is the Hebrew word "chataah" used in the beginning of the covenant process of salvation
Le 16:11 And Aaron shall bring the bullock of the sin offering, which is for himself, and shall make an atonement for himself, and for his house, and shall kill the bullock of the sin offering which is for himself:
Here it is used in the middle of the covenant process of salvation
Le 16:27 And the bullock for the sin offering, and the goat for the sin offering, whose blood was brought in to make atonement in the holy place, shall one carry forth without the camp; and they shall burn in the fire their skins, and their flesh, and their dung.
Here is the Hebrew word "chataah" used in the end of the covenant process of salvation (after saints go to heaven, after 1000 years of judgement - before the final end of Satan)
Now when Jesus died on the Cross, satisfying process of salvation, some parts of the process underwent renewed process
When you sin - you confess still a "chataah" unto the Saviour and the forgiveness is processed using a better temple and a better sacrifice for chataah.
Le 5:11 But if he be not able to bring two turtledoves, or two young pigeons, then he that sinned shall bring for his offering the tenth part of an ephah of fine flour for a sin offering; he shall put no oil upon it, neither shall he put any frankincense thereon: for it is a sin offering.
Now if you notice the products of plants can be used for chataah - if one could not afford animal products.
Today Jesus renewed the covenant with plant products : grape juice and unleavened bread. (flour)
Notice the moral law and the ceremonial law is both still in place, for law defines the process you do when you sin.
The process remains the same from Abram to us today, - only the way some processes are renewed.
EGW was right is saying the whole old economy of Israel was done away with - making money from salvation -
and Jesus renewed the process without money required
Isa 55:1 ¶ Ho, every one that thirsteth, come ye to the waters, and he that hath no money; come ye, buy, and eat; yea, come, buy wine and milk without money and without price.

On thing I show you, the Passover Feast is still running in the NT under a renewed tradition. The Lord's Feast.
Mt 26:29 But I say unto you, I will not drink henceforth of this fruit of the vine, until that day when I drink it new with you in my Father's kingdom.
So Jesus is renewing the Passover Feast while still alive and saying "this feast points forward to the Wedding Feast" - ask a Pastor is the Lord's Ordinance a Feast? and the Pastor might blush ?

Now chataah does not remove your process of faith - about being saved by faith -
The Sin offering process removes the corruption of a flesh body spoiled by sin and thus grants you a holy body and mind for a sinless life - so you can begin salvation by faith properly and holy
.
The process of faith is what grants you salvation through Jesus to live and do in His Power.
Some religions teach the sin-offering process does both - so once saved always saved. This is a myth.
The sin-offering process makes you right before God but does not save you.
Heb 11:6 But without faith it is impossible to please him:
